A few minutes before the final-year commerce exam's first paper was to begin on April 9, close to 400 anxious students, waiting outside an under-construction building in Kalyan (East), were escorted to their "centre". The shutters of four shops went up, bikes and other goods were removed and chairs and tiny benches were placed in what was finally described as an approved exam centre of the University of Mumbai.
