"The Chandigarh municipal corporation has resolved that if a person owns more than two dogs, s/he'll have to pay Rs. 1000 extra as taxes. The officials say that the restriction has been imposed as safeguard for city residents. And, if a dog bites a person, the owner will have to compensate the  victim."
